Current Laws

18 U.S.C. § 4124
This code requires the federal government to purchase goods produced by the Federal Prison Industry (FPI) programs instead of goods produced in the private sector whenever an agency has a need that the FPI can meet. 

Defense Agency Procurement laws
This section of U.S. code requires the Department of Defense (DOD) to determine whether a Federal Prison Industry (FPI) product is comparable to products from the private sector.  If the product is not comparable, then the DOD must use competitive procedures and solicit bids.  If the FPI product is comparable, then the DOD is required to purchase it. 

Civilian Agency Procurement laws
These laws require federal civilian agencies to determine if an FPI product offers the best value before buying it and to solicit competitive bids if it does not.  If the product is comparable to goods produced in the private sector, then civilian agencies are required to purchase it.
