The Debbie Smith DNA Backlog Grant Program The Program authorizes the Attorney General to make grants to State and local governments to conduct DNA analysis of crime scene materials.
The Justice For All Act of 2004 The Act eliminates the substantial backlog of DNA samples collected from crime scenes and convicted offenders. It also improves the DNA testing capacity of Federal, State, and local crime laboratories and increases compensation for the wrongfully convicted.
